Put up a electric wire. Keep it low to the ground about 3 inches off ground and three more rows of wire about 3 inches apart working upward. Plug it in and if something is still getting it then it is stepping over the fence and may be a dear. If it was a dear they would eat the whole plant and leave the tomatoes tho.
Raccoon does, i know this for fact. Saw it eat the tomatoe then get chased by a neighborhood dog.
